Lost sector drop rate is ~25%. So The odds of 46 dry runs in a row is ~1/560,000. So technically not impossible, but either it's somehow bugged, has some sort of hidden lockout mechanic, or you're full of shit. That means a huge portion of the player base is locked from a lot of good exotics now.
