If it is in the TOP position, it will not go down as it is locked in the up position. The knob turns from the lower numbers through to the larger numbers i.e.. TOP---1,2,3,4 etc.See if it's moving with the 3PH. If it is, trace it to under the tractor (if you can with the deck mounted - otherwise you may need to remove it to check the rest of the linkage).
