“Being actively reviewed” is misleading at best. There isn’t an officer staring at your file 8 hours a day since December. It takes less than an hour to do an average I-130. Careless, more info about your case would help. But it sounds like marriage based I-130 and your spouse was an LPR and recently became a US citizen? LPR spouse petitions move more slowly than US citizen petitions, so it makes sense they're working on it now.
