I noticed that I had radeon chill enabled in ffxiv, but not globally, so I turned it off in both the game menu and the global settings. I used the same driver menu (alt+R in game) to enable freesync in both the game settings menu and the global settings menu. I made sure to used the "On" setting in the freesync option menu instead of AMD optimized.
